Global objective
To facilitate a project formulation process based on the Logical Framework Approach (LFA).
Specific objectives
To ensure a qualitative draft formulation of the above-mentioned project to be funded by the Commission (in the overall estimated amount of Euro 4 millions) under the AP2011 for Turkmenistan.
Expert must have a strong experience in formulation, preparation of Terms of Reference, including PCM methodology and knowledge of EC procedures, high quality reporting skills and proofreading in English.
Qualifications and skills
a) Post graduate degree (preferably Ph.D or Master) in Accounting, Economics, Financial Management or equivalent by experience;
b) Minimum of ten years experience in the field of Public Finance Management, Budget Reform, Policy and strategy development, Capacity building and Training. At least five years of this experience with NIS countries; Fluency in English. Knowledge of Russian would be an asset;
c)Strong negotiation/facilitation and communication skills;
General professional experience
d) Experience in Public Finance Management projects, overall State Budget Reform;
e) Minimum of 10 years experience in the management/identification/formulation of Public Finance-related projects in third countries, with particular reference to economic reform processes, preferably in Central Asia or Eastern European countries.
Specific professional experience
f) Proven experience in working with EU financed technical assistance projects in the area Public Finance/Economic Reform.
Fluent in English - Knowledge of Russian would be an asset

Each expert should possess the following minimum general qualifications:

Experience:
- Certified relevant professional experience of at least 10 years for Senior experts, and at least 5 years for Junior expert.
- Knowledge of, and experience in, public financial management is required.
- The Team Leader will have at least 8 years of experience in analysis and/or audit of PFM in developing countries. In addition, it is mandatory that the team leader will have experience in conducting PEFA assessments.
- At least one expert with good prior knowledge of the specific budget and PFM situation in Jordan would be an asset.
- A high degree of experience in drafting reports, rapidly and concisely.
- Relevant professional experience in the Southern and Eastern Mediterranean region will be considered an advantage.
Other skills:
- A full range of computer skills; in this connection, the experts will be expected to be travelling with their laptops, and must be easily contactable by email while on mission.
The cumulated experience of the experts should ensure that the team is able to cover the analysis of all the different areas of the PFM-Performance Report.

- The experts must possess a degree in Public Finance, Accounting, Economics, or any other related discipline with post-graduate degree (s) and/or other relevant professional qualification(s) being an advantage
- The expert must be public finance specialists with at least ten (10) years international experience in public financial management and/or procurement reforms, with seven (7) years in a developing country context.
- The expert should have strong experience in conducting fiduciary and Public Financial Management diagnostics and implementing reforms particularly in the assessment of budget preparation and execution process.
