Short Term Technical Assistance to Vanuatu’s Office of the Auditor-General- Vanuatu

The objective is to assist in drafting a Corporate Business Plan with proposed actions so that the quality and timeliness of external scrutiny of the government’s expenditures as well as the public accounts could be improved. Furthermore, the TA will be at the disposal of the OAG and PAC for operational support in implementing the first year of this business plan.

Qualifications and skills

Required knowledge of:
  • accounting principles and practices, internal and external auditing standards, and techniques required to perform audits;
  • fund and accrual accounting and reporting standards;
  • auditing of electronic data processing systems and system designs;
  • compliance auditing;
  • Public sector management concepts.
  • Some knowledge of Melanesian Pidgin would be an advantage
A senior expert, for an overall input of 145 working days in two missions (6 travelling days, 122 working days in country and 7 working days out of country) over a period of 16 months.

General professional experience

The expert proposed must hold a relevant University degree, at Post Graduate level, and have a minimum of 10 years of relevant professional experience. As a professional he/she must have a proven track-record in public organisation and have held senior management positions of financial public administrations. A minimal proven experience of at least 7 years within the Office of an Auditor General, a Court of Auditor or a similar organisation is essential. The expert should preferably be a CPA and a member of a recognised international accounting institute or body.

Working Language(s): English, French and Bislama (Melanesian pidgin) are the three official languages. The expert should be fully fluent in English or French, and have a good knowledge of the other.
